The only bit about the Eeveelutions on GO I managed to find was:

Well, I finally realized why people say Vaporeon is the best eevee evolution. Managed to randomly evolve my 201cp eevee to a 756cp Vap. Which is ~400cp more than my previous best pokemon.

I can't confirm the naming system, but I believe it was intended to be random.

I can confirm the naming system (friend's got what they wanted). But I can't confirm if consecutive Sparky's give Jolteon for example. First time Sparky/Rainer/Pyro will evolve into Jolt/Vapo/Flare.

All the times I've used the system it hasn't failed me, although I've never tried multiple sparky's. In my area fire types aren't very effective and jolteon isn't strong enough (it has a really low health) to fight the water types so I just stick with vaporeons

Can confirm that the moveset Eeveelution theory is bunk- I've evolved several that did not evolve according to that theory. So far my friends and I have all had 100% success with the naming trick though.

Rattatas and Pidgeys are the rarest Pokemon. Catch as many as you possibly can.

You basically just walk past the first three starters and a pikachu will pop up

So yes, pokemon do eat each other in the pokemon universe. At least in the game universe.
