I've gone through the recent posts after being stuck on the Central Line and in my opinion, it has come to a point where it may be required to report his activites on the primary IP address to the ISP, providing the evidence. The user's action may be in violation of most ISP policies.

The first bit, sure. Explaining the actions of the cause of a person receiving moderation, no, that is fair game.
