It's forbidden to link to it. There was no link posted. Without a link, it isn't actionable.

I was under the impression that we should not even discuss it here.

I am not asking for a second opinion as

1 I did not make the OP in this thread,
and 2, I don't want to see anyone warned for a mistake

But. (There is always a but) I am asking for a clarification. It's ok to discuss ED, and it's entry about nation states.

I believe we have been given other direction in the past.

I should think a mention in passing (literally, here just mentioning it) is something quite different than linking to or discussing it at length, or encouraging people to go to it. No?

It was a fairly lenthy discussion, threatening to get lenghtier; thwt said that's a fine guideline to use.

ED is basically 4chan's Wikipedia and considering the fact that it is 4chan's Wikipedia, of course there'll be inappropriate content on it. Surprisingly, the website wasn't founded with malicious intentions.

Discussing the website itself is fine but linking to it is an absolute no-no.

Your input as to how the site began is helpful, but I would recommend that you remember that Reports are generally between moderators and the players involved in the report. Thanks!
