I really don't know if this is actionable or what it would be considered, but it seems... well..

I can't figure out how it's addressed to, or why. Whatever was intended by that post, I don't think it was either of the two actions from the title of this thread.

For clarification, I don't think it was directed at any player; it looks like they were using the moderation process as an analogy for what happened to the plane; it entered Turkish airspace (trolling), received warnings which were ignored and then were blown out of the sky (DEAT).

That's about how I read it. It's not a bad analogy for "actions have consequences," though it probably could have been made clearer that it was an analogy.
