To me it seems as though he is insulting me, and trying to evoke a reaction.

I know that example was extreme, that is the point.

However in both situations, the parent unintentionally harms their child. They should still be responsible for their actions, regardless of intent.
Anyway, parents who are willing to do things such as that are the type who should be locked up.
