Shouldn't the rules state it's mod only?

It's implied, but.......

Sorry if this is spam, but couldn't you find a way to make warn tags only accessible to mods?
For anyone wondering, I joined this website during my edgy teenage years. I made a lot of dumb, awkward posts, flip-flopped between various extreme ideologies, and just generally embarrassed myself. I denounce a sizable amount of my past posts. I am no longer active on NationStates and this nation/account is no longer used.

Unfortunately, no, since the warn tag is BBCode, and there isn't a way to restrict who can use a specific BBCode.

I think it's more to do with this specific version of BBCode and the many modifications that had to be done to it to integrate it Gameside, since I'm a member of another forum that doesn't let non-mods use mod text.
Imagine somthing like the Combine and Judge Dredd, with mind control.

I'm sure it would have been possible for the phpBB designers to tie a specific code to moderator groups, but they didn't. On phpBB, they didn't provide any specific mod text, so Reppy and [violet] designed a kludge BBcode solution. It doesn't have a way to tie it to a user group. Other forum software developers could have made different choices.

Oh, I assumed phpBB was like a template that got licenced out to forum owners without the need for much customisation (unless you had to weld an entirely different site with completely different ways of doing things to it). Like, Max bought his licence before the mod text feature was brought in, and now with all the work that had to go into that version it would be really hard to update without breaking everything.

phpBB is a standalone forum app. Visit their site. It's quite complex.
