You would have been justified in starting a separate Moderation thread for this one, incidentally, given the extent of the ongoing spam in both threads after you asked him to leave the RP.

He had a nation forumbanned. He broke that ban with two different nations, losing all three and getting his ban extended to 3 days. He didn't post with Unilateral Rhodesia until well past the third day. So his just being 'back' doesn't violate any rules.

He wasn't banned from telegrams or RMB posts. Just the forums.

I understand that you're probably trying to be helpful, but a better understanding of the forum rules would probably help you improve your reporting.
