Just a suggestion ... perhaps zero-postcount nations and/or newly founded nations should be banned from starting threads when there's no Moderator online? EDIT: No, I see the problem with that. Intending trolls would test for the presence of hidden mods using a new nation, and if their OP was blocked they'd know they were good to go with a previously established nation.
