No... well yes maybe. If you are talking about rule wise, the Rising Sun flag is acceptable and does not violate the rules. On terms of offending, that is up to people to decide. I personally had family abused by the Japanese Empire during WW2, but I don't particularly find it offense no.

As long as it's not a Swastika I think you are good. I think that ypu can even use things like the Iron Cross, or the Hammer and Sickle
whether or not it's offensive varies from person to person, but that doesn't make it against the rules.

Only the Swastika, along with things like gore, porn, and really flashy images, are banned. Everything else is fine.

Why does this keep coming up?

Either someone is genuinely unsure what the rules are, or they believe they alone can sway site policy.
