After accidentally leaving my nation logged in at a friends house, I came home to find that they had taken several pictures of my sent telegrams and posted them on my region's message board.

Is this an offense? If so, what is the punishment?

Sounds like you're going to want to try reporting the relevant RMB posts via GHR, as TGs and RMBs are on the Gameplay side of the site.

For what it's worth, you are responsible for your own nation's password security. If you hand out your password to others or accidentally leave your nation logged in, that's not something we can do anything about. Yes, it should have been reported via GHR, but I seriously doubt we'll take action against the transgressors.
