New question on Regional laws and Moderators

As of today a bill was passed in The Commonwealth of Free Nations to limit the amount of repirts to moderators. The bill is summed up here:

I don't think regions are allowed to do this as it intereferes with the way the duties of the moderator as this bill that was passed prevents possibly actionable cases from being reported. (Not that the region can tell if a case was reported or not but that's what the law is meant to actually do.)

It's not really actionable, per se (though I will be raising the matter with the rest of the team momentarily,) but it's going to ultimately backfire. Now the region is firmly on the team's radar, and although we do rely heavily on player reports, we also meander around the site and stumble on stuff without ever receiving a report. And now we know that the region in question may be hiding something, and that perhaps we need to meander through more regularly.

So I must ask in a closing kind of that this region is allowed to threaten people in the region with ejection into not reporting actionable things unless they go through said regions law system and government to approve of the report?

They are in the right for ejecting you for not agreeing to regional policy; they are wrong for circumventing the reporting procedure of the site staff. If someone reports something to moderation before going through regional channels, the only one in the wrong is the region itself.

GP is mostly for the R/D game - though regional recruitment threads are mixed it as well,together with inter regional interactions like newspapers and embassies - inner region organizing is not allowed and should be done on your RMB or your own external forums

Question:
Are this kids trying to bend the NS rules, by saying those stuff at their so called law? Are they trying to act as the moderators of themselves? Is this a small "revolution"?In my opinion they need a little pinch, to come back to reality and I am a kid too, but I don't like to go so directly against the admins and their crew. :?
