[QUESTION] Reusing the flag of a former nation

If my nation ceases to exist, would other players be allowed to recycle my flag without my permission, or would it be impersonation? The reason I am asking this is because I have a custom flag.

Such things would be difficult for us to ascertain without a player actively reporting it. We have no means of tracking such information.
