This is the second time he submitted a proposal without going through initial debate, the first time was when he proposed to condemn The Black Riders, and Thinks his proposals can go without debate or approvals, and should go to immediate voting.
Would this go through as a violation or not. I'm a tiny bit skeptical, but I'm a bit sure it is spamming without debate.

Debate is optional. However, it's always advised as a means of ironing out potential legality issues and flaws that prevent its passage.

Alas, he's chosen the more difficult path and may find himself without membership should he repeatedly submit illegal proposals.
