On the other hand, it is very explicitly targeting The Seeker of Power's statement, or rather the post, and not The Seeker of Power personally. Given both posts are clearly Gameplay political rhetoric aimed at one another's words, I'm inclined to call it as not flaming.

However, I've got to run in a minute here, so I'll leave this one open for a second opinion.
