First of all, the mods usually frown upon such vague titles as "Question for mods and admins." Additionally, this belongs in the "Technical" forum.

But, to answer your question, Ex-nations are simply nations who no longer exist. A small number of them may have been deleted, but the vast majority have just ceased to exist through inactivity.

The Nation of Ceneria had most of the facts correct. There are times when an ex-nation is also a banned player, but it's not something you (the player) can see by looking at their flag or posts.
