Mainly because The Boss Says So. But to elaborate:

A Nationstates account has no monetary value. They cost you nothing to create, you can have as many as you like, and they are absurdly simple to make. It is blatantly unfair to players who cannot or will not spend real money on the game for someone who will to be able to unfairly buy a bigger nation/WA delegate account/whatever. These are things you earn in-game by playing and participating in the game. Similarly, bribing people with actual currency or items of real monetary value to join your region/vote for this WA proposal/etc will also be squashed by moderation, and hard- Max has very expressly made it clear he does not want Nationstates to be a game where people with bigger wallets have an advantage over those who don't.

Even more importantly: someone selling a Nationstates account is (probably illegally) profiting from Max Barry's copyrighted material. That's a big part of why we will smack people, and smack them hard if they attempt to sell an NS account for actual currency or items of real monetary value. Allowing such sales would only encourage spammers and scammers of the same sort as those obnoxious WoW gold farmers. Nobody wants those.

It's also risky, as elaborated here. You have no guarantee about what you are buying or protection should the sale be a scam or otherwise go bad. You don't know what moderation warning history that account might have; for all you know it could be somebody who got a Delete-on-Sight order and obtaining that nation could get you mistaken for that DOS player.

Except there are perfectly viable ways to send mass-TGs without ever buying a single stamp, and plenty of people successfully do so. The intention behind stamps is that they are more convenient, and in buying stamps, you're paying for the convenience rather than the ability to send loads and loads of TGs. That's one reason the boss didn't want to ban TG scripts and set up the API and stuff instead of going "MONIES!" and making stamps the ONLY way to mass-TG.

And technically you cannot stop a moderator from DEATing said nation (and others) when it turns out the person you're exchanging with is a DOS rulebreaker.
