He basically says that he's here solely for the purpose of amusement, and thus far all he's been trying to do is piss people off. Not to mention the fact that in his sig he's basically advocating that people leave the site.

Why has he been allowed back?

Based on the lack of a report tag - your link doesn't indicate a specific user. When I clicked on it, it was to a post by someone with 3500 posts and no signature.
