...does not offer the ability to search for multiple proposals. So if a proposal has the same name, the match feature will return the first proposal to have been submitted. Though previously this may have seemed fair, or at least acceptable, with the WASC's proposals having names that are predetermined like "Condemn 'Whoever'" or "Repeal '---'" (which would have existed as a problem in the post-2004 WA too ) I can't see how this is really that fair for proposal writers who take their time to propose a good proposal after drafting, as opposed to someone who is just trying to submit it quicker than the others.
In this case, the original proposal writer is gallantly asking for his proposal to be deleted, so the other repeal can be seen by using the match feature. But others may not be so lucky.
So, I suggest the match feature also be searchable with an author's name, that would solve this problem .... like,

Or allow the match to bring up multiple results.
