This continues that process because it makes it even easier for defenders to work out which regions have been invaded, the report function would tell defenders that there was an influx of nations, a change in the delegacy, etc etc. This increases the likelihood that enough defenders will pile into a region in time to stop raiders taking it.

if they don't see the delegacy change it would be a fail on their part for not having the delegate dossiered...
raiders operate by stealth, moving in before anyone can react, minutes sometimes second before an update. A well oiled defender group can stop these, the dossier would tip the balance because they would just go through and add all the founderless regions to their dossiers and hit generate report all night, instead of scanning the world for invasions which takes more work and gives raiders more time and a better chance of not being seen.

Is this illegal?
