-Combine World Assembly and Security Council
-Demolish Delagate System (one nation-one vote)
-Mandatory to be apart of World Assembly-Security Council
-Rename World-Assembly-Security Council to Global Progressive Voting Assembly
-Create Parties
-Each Party Must Have A Whip

This isn't legislation as such (despite it being about legislation), but instead a technical change, so either they'll move it or lock it. I've just asked for a move.

Combining the General Assembly and Security Council (they are both part of the World Assembly - that is the umbrella organisation they sit under) might be a little controversial, given various groups are trying to separate the two more, rather than have them closer together as you appear to be suggesting.

Removing the delegate system - do you mean just for WA votes, or overall? If overall, how would regional control work, and how would proposals reach quorum?

Does this mean you wouldn't be able to have other nations, and only be allowed one nation per player? What will happen to everyones puppet nations? Also, wouldn't this mean there would be no way of opting out of the GA's legislation?

Parties - what would they do? Are they like regions or what? Also what would the party whips do?

Elections for speaker of assembly? Sounds like the Secretary General to me - like the April Fools event or different?

Admins don't have a lot of spare time for changes - so whatever changes they do must be solving some sort of problem. Back your suggestions up with why they should do this over other things etc.

This. Mandatory WA will never happen because it would destroy puppets and R/D, and screw with everybody's stats. How could you think this was a good idea?
