Even though I have the most nominations in my region (well I'm tied with another, but I'm the stronger one) our WA Delegate position remains unfilled. What's the deal with that?

Your region should all join the WA and endorse you, then wait some time.

Need to wait till the WA server refresh and you need to have the most nominations.

It's not an instantaneous thing. You'll just have to wait until the next game update, which happens approximately every 12 hours. It will recognize your region's delegate then.

You have a one in three chance of get delegacy atm. when your region updates in a few hours. You do have more influence, but it is more influence in your region, and your 1 influence is in another one instead of your own. Currently as far as your region is concerned, there are 3 nations with 2 endorsements going for a vacant spot. The game resolves ties by handing it to the current delegate (which you don't have one), then by handing it to the nation with the most influence in the region (which all of you have 0). Then it is random. Either you get Rubricks to endorse you, so you have 3 to the other two contenders two endorsements, or you unendorse Rubricks and Raelca (then endorse them after you get delegacy).
