I Want to Add a Vote to my Topic

I've seen votes on topic threads before and was wanting to find out how to create one on my thread called "BOSS BATTLE RP" in Forum 7 to see how people feel about a new rule I would like to add.

The thing is I can't find out from any of the factbooks I've looked at, is anyone able to help?
