issue with issues

i keep getting issues i've got already does anyone know why?

I believe I should have the Freedom to say whatever I like no matter how offensive without negative consequences ( free to criticise me though ).
And do as I like with in the confines of the law.

Pros: Meritocracy, Monarchy, Egalitarianism, free speech and free expression (Most of these are a given)

Cons: Feminism, people who put feelings before fact, and Islam also people who think the "Guilty until proven innocent" mentality is acceptable.

Well sometimes it happens as there are only so many issues that are avaible and the issues are most likely given at random, although some have set things that cause you to have them. But I'm not the best person to answer this question, others will post any minute

There are about 560+ issues in the game right now. Some issues you can't get because of the nature of your nation (you wouldn't get an issue of people asking the dictator for the right to vote if you already run a democracy, for example). At any given time, there are several hundred issues you could get.

However, there is no given order. Once the game needs to give you a new issue, it pulls one out at random from the pile of issues you're eligible to get. Again, it's completely random. So even if you answer an issue, if you're still eligible, it's possible for it to show up.

It's all just random.

Well, yes, but the OP was referring to getting issues they already gotten before.
