I'm looking at the frequency of issues - what does "no throttle" mean? Do I get more or less issues with it?

You get an issue every six hours (unless you have 5 unanswered), which is the most you can get.

This thread here has more information regarding issue speed, but yes, no throttle means that you receive issues at the maximum rate for you nation, which usually will mean 6 hours or so.

Well, you can accumulate more than five if you submit issues that the editors like, because when one that you submitted gets accepted into use you are automatically given this one (even if your nation normally wouldn't qualify for it) even if you already have five -- or more -- queued up...
