Whoever has the most WA endorsements in a region will become delegate. This gets checked twice every day, so it may take up to 12 hours for the person to become Delegate.

Creating multiple WA nations to make yourself Delegate of your one-player region is a no-no. Not that anyone would do that, but .... consider it a protip from a mod.

Whoever has the most WA Endorsements becomes the Delegate of the region, once Nationstates updates. I'm not sure if the minor or major update puts in the new Delegate. One of them does.
