The updates are usually longer than an hour. But yes, regions update in a fixed order, and the updates start at about noon and midnight ET.

I left and rejoined just now to see if it would address the issues but for the past two updates I was in the region.

That's odd, if you stayed in the region it should have updated, I think a admin would have to fix this

The region is showing you as being in there, so when the region updates tonight, your pending issues and everything should update then. Not much we can do about the missed updates though, sorry!

As has already been noted by site staff, the issue was that although his nation showed him as being in the region, the region did not recognize that his nation was there, so it did not process the daily update for the nation. This part has already been fixed by Khol moving out and then back in to the region.
