Banned, then CTE'd nations, are no longer banned

If I ban a nation from a region and they CTE, their name disappears from the regional banned list and they can return to the region when they reawaken. Thus, every month you have to reban anyone who decides to come back and do whatever got them banned in the first place again

No they don't. Here's an example:

They are removed when they return, in my observations. I know of at least one player who is banned from TEP and let his nation CTE (more than once) only to have to be banned once again.

200 nations, which is quite an easy to hit cap.

Weird, because I've seen TEP's ban list, and it's nowhere near full. But every time this nation CTEs and then revives, it comes back to TEP.

Other CTEd nations are on there and haven't been removed. It seems to just be this particular one.

I haven't seen a correct reply yet (sorry Reppy :p), but that's because the answer is not really obvious. Or intuitive. At all.

The banlist does indeed have a cap, and that does push nations off the list. That's so the list doesn't get too long (as that causes technical problems). That's not at issue here.

The key here is WHEN the system will remove non-existing nations from the banlist. It's not at update, or when the nation ceases to exist. Or anything else you'd normally expect. It's when someone with sufficient power to remove nations from the banlist goes into region control and looks at the list of banned nations. At that time the system, as a convenience mind you, clears the list it is about to display of those pesky non-existing nations.

There are pros and cons to that, as there are to some alternatives I've thought about.
