Second pass on [An International Incident]?

Hello,

The opening issue for the [An International Incident] chain just popped up in by issues list, which is a bit of a surprise because I was under the impression the chain could only happen once, and I've done it.

I've left it alone if any of the back-end people wants to check.

It's intentional. Luna Sanctaria had to reset the flag a few weeks back. You get a second shot.
