Seeing how this one Neo Nazi keeps returning with a new nation, is it or will it be possible for moderators to disable NS from a certain computer/network that someone like that is using?

The mods have ample tools to prevent people who they don't want accessing the site from accessing the site. This is not the first time someone has become unwelcome, and it certainly won't be the last.

They can IP ban the person, however he/she may use dynamic IP addresses and so could reconnect with a new IP assigned by the ISP.

The fact that the site isn't being overrun by the hundreds of DOS players that there are should be proof enough that they're capable.

We cannot "disable" NS on someone's computer, because we don't have access to their computer and Nationstates is a website, not a program that can be disabled. We can ban, delete, and so on from our end, but IP bans are largely ineffective or easily evaded. That's why we call our permaban "Delete-On-Sight"- the unwelcome user shows up, they get nuked and their posts removed.

The current NeoNazi troll is just the most recent in a long history of such nuisance users. Like all of the DOSes before him, he'll eventually get tired of having no lasting impact here. (Plus, I can guarantee you, it takes him more effort to make a nation and post a bunch of crap than the roughly 4 mouse clicks it takes us to delete him and all of his posts.) This guy isn't even the worst I've seen and dealt with in the nearly 12 years I've been modding.
