Client key for different regions

Is it possible to use the same Client Key as recruiter for 2 different regions or must a recruiter request another Client Key if you switch to another region ?
The reason of this question is that I did get a telegram with the following message "Delivery of the Client key is not possible as you are not in this region".

What must I do ?

Option 1: Use the same Client Key as in region XYZ
or
Option 2: Request another Client Key for another region

Client keys are region-specific.

If you have moved to a new region permanently, you should file a GHR. Tell us that you're giving up your old region key, and that you want a new recruitment key for <region you're in now>, and that <your nation> will be doing the recruiting.

If you want to promote two different regions, park a puppet in each region and let them request separate keys.
