Banner not unlocking despite meeting the requirements?

I'm trying to unlock the banner "Bright Lights; Big City" which says I need to combine 1 billion citizens with a very strong economy. Well I've had one billion citizens and a very strong economy for a while now but it's not unlocking. What gives?

Maybe you need a better economy. That would be my guess.

Yes, that's a bug. I fixed the banner validity and you should unlock it next daily update.
