Oh I had low crime in this nation a few years ago, at least in like 2010 probably, and it was like Civil Rights Lovefest/Left Leaning College State.

Refactoring simply recalculated the weightings, but your nation is a product of the issues you answered in the past. So the negative police is a function of issues.

It's not really possible to say. Nations receive issues semi-randomly, so the opportunity to improve your police force can't be predicted. You could get some issues that will help you really grow your police force tomorrow; you might receive issues only allowing small improvements for a while.
If it's any consolation, I'm going through the same thing with Golgothastan, only my negative is about 10 times worse than yours! So however long it takes you, it's probably going to take me a little longer...And what's this about refactoring?
A while ago the game went through a refactoring. This meant the way certain gameside elements were calculated or displayed change. The effects on some nations were marked; on others negligible. Since refactoring has now been implemented it's impossible to access the old stats anyway.
