Why am I still not getting police?Old nations more stubborn?

For quite a while now I've been repeatedly trying to put funds towards a police force that my nation page still says it's nonexistent, even recently but it doesn't seem to make a budge in my crime rate or budget. What's going on here, is it because before I was so consistent about denying them funds that I'm dealing with a steep negative value or what? Because I'm pretty stumped, unless there's something wrong.

I think it was a lot quicker to just have my police go down just a few years ago.

I'm curious as to the utility of these steep negatives, I guess I understand that consistency counts in rankings, which it should. But I'm wondering about negatives when it comes to funding and how difficult they can be to turn around.

The bigger the whole you dig yourself into, the more dirt you need before you see the sun again. Police ratios are a slow-going one because most of the issues related to them are one step away from authoritarianism so it is difficult to balance it with any other form of government.

Oh I had low crime in this nation a few years ago, at least in like 2010 probably, and it was like Civil Rights Lovefest/Left Leaning College State.

What about me? I used to have a police force just a week ago, and now it seems to have disappeared. Any chance of it coming back soon? I also have the same problem with education...

Can the re-factoring ALONE cause a negative balance? Or do I have had to answer some issues against the police in the past?

Refactoring simply recalculated the weightings, but your nation is a product of the issues you answered in the past. So the negative police is a function of issues.

It's not really possible to say. Nations receive issues semi-randomly, so the opportunity to improve your police force can't be predicted. You could get some issues that will help you really grow your police force tomorrow; you might receive issues only allowing small improvements for a while.

If it's any consolation, I'm going through the same thing with Golgothastan, only my negative is about 10 times worse than yours! So however long it takes you, it's probably going to take me a little longer...
