[unimportant question] Concerning the mechanics of issues

How do we get issues? Does a computer choose them at random based on our level, or are they queued specifically, or what?

The computer picks them at random from the pool of issues you are eligible for. Not every nation is going to be eligible for every single issue all the time; as your stats shift over time, so will some of the issues you're eligible for.

How random is this 'random'?

Is there any possibility of weighting issues? I.e if you get an issue and answer it, it's weighted at 10, so you have 10% less chance of getting that issue again next time...decreasing by 1% each subsequent issue... because having the same issue three of four times in a row can be... annoying.

Hello, I'm new to the game and one of the first issues made me wonder: What if none of the choices is what i want?

Here is what i got:
Democacy:
1) every body can vote
2) every body has to vote
3) Anarchy

What I wanted was something like "Nobody votes, I do" (calling my nation a dictatorship after all)

Are you talking about the issue "Should Democracy Be Compulsory?" Option 3 doesn't cause anarchy; it outlaws elections. Look at the text. It mentions that it would be better if you got rid of elections and did whatever you thought was right. That's what you want, right?
However, note that for every issue, there's a red "dismiss" button at the bottom. That button will make you ignore the issue. Use it whenever you dislike all of an issue's options.
