I only see half of banners

I didn't even notice this until know, but I only see half of banners on nation pages.

For example, take the banner that loaded when I went to my nation page. Here's the actual picture:

There is clearly a problem. How can I fix this? It looks really dumb for some of the banners.

EDIT: It isn't just the top half, it looks like it's actually the middle 50% of the image for some reason. Wtf?

People view the webpage using various x/y ratios on their browser. Similarly, people also upload images of various dimensions.

For nation flags the policy is to push away other contents, and if needed cause a scrollbar to appear. For banners, which serve more as a 'general view/atmosphere of what the nation looks like' the policy is to simply display the part for which there is space in people's browsers, focusing on the middle part of the banner.
