I''m going to answer this as best as i can, as i'm considering you're calling a Region or RP Group as a "Group".

There are two kinds of "groups" on NationStates. That's as close as you'd get to what i think you are talking about.
They are "Regions" and "RP Groups". The former is a formal game feature, the latter is user-made, and takes advantage of the game's forums.
I'm going to do a step-by-step on how to form both of them. If you think i have not answered your question correctly, you can always TG me or fill a GHR.

Number 1: Creating a region!

To create a region, first click on the link of your current region(in your case Taijitu). Next, click on "Tired of Life in Taijitu?". Just at the top of the page you will find a small link saying "Create a New Region...". Click it.
Inside of it you will find ways to set up preferences, name of your region and the such:

Name: The name of your region.

World Factbook Entry: The World Factbook is what that big mural in your Region says. It is kind of an introductory text to what your nation represents. You'll create on here.

Next, there will be three options with little boxes for you to check them. They are, respectively:

Usually, the Founder of a region has permanent executive power over it: it can eject residents, institute a password, suppress Regional Message Board posts, and modify regional settings, all at no cost. This means the Founder can never be usurped within its own region. However, if you wish, you can leave control of the region up to whomever the residents elect as World Assembly Delegate, which some see as more democratic.

The main reason you would not give up access to Regional Control is that it leaves your region vulnerable to invaders (co-ordinated groups of nations who move into regions in numbers in order to seize the Delegacy).

This setting cannot be changed later.


The region's World Assembly Delegate can access Regional Control.: Imma quote the website again:
Delegates normally have access to Regional Control, allowing them to eject and ban nations from their region, suppress posts on the Regional Message Board, modify the World Factbook Entry, and institute a password. These actions cost a certain amount of Influence (which is accumulated by remaining resident in a region over time), meaning that new Delegates are relatively powerless compared to Founders.

Commonly, a Founder and Delegate will share access to Regional Control. If you wish, however, you can strip the Delegate position of this power, leaving Regional Control in your hands alone. The region will depend completely upon your attention and benevolence.

The main reason you might do this is to preserve your region just the way you want it. The main reason you might not is to allow residents a voice in regional matters, which stimulates activity.

This setting can be changed later. You, the Founder, can revoke the Delegate's access to Regional Control, but the Delegate can never revoke yours.

Delegates automatically gain access to Regional Control if the Founder ceases to exist, departs the region, or has surrendered power via the checkbox above.


Nations require a password to enter this region. If this is activated, then all nations that want to enter your region will need to have knowledge of a predefined password that you can create by typing it in the "Password" box underneath the option. The box will be 'unlocked' once you check the option box.

Click the "Create region" button and voilĂ ! Your region has been created!

Number 2: Creating a RP Group!

This one is really simple. In fact, its easier than creating a Region. First go to one of the 3 following forums, At the "Diplomacy" board, the very first one at the top:

NationStates: This sub-forum is kind of the place where most, if not all other sub-forums in Diplomacy meet-up. You'll be able to found all kinds of alliances and groups here. Discussion is mostly informal, sometimes Out of Character.

International Incidents: The place to fight wars, mostly. Most In-Character RPing goes here. Discussion is 90% of the time formal and it is always on-character. You'll be mostly able to form Military Alliances.

Global Economics and Trade: Most economical RPing, such as buying stuff and investing on other countries, is located here.

To create a RPing group, first you must create a new thread, where you will advertise your group (or alliance). Keep in mind the very basic rules that you must not offend anyone. You'll be good to go now, me thinks.

If you're speaking of the "Groups" tab listed on profiles, you can't create those. Only admins can, I believe.
