When do WA proposal pass and is this allowed?

So I got two questions that I hope a mod can help me out with.

>First, my region Tofuline, was once home to almost 200 people, who have now moved on to a new region Tofulinearity and Tofuline was locked.

However, Tofulinearity founder was deleted after he committed multiple rule violations.

If I send a telegram to the old residents of the region telling them their old home has been unlocked and anyone can return, will that constitute as a recruitment telegram, or can I send this telegram to them without tagging it, considering that this more of an announcement than a recruitment to a new region?

So if I tell them, "hey guys, your old home region is now open again for everyone" suppose to "hey guys, come join me in my region" does that still count as recruitment?

And as for WA resolutions, consider one that is in vote right now: http://www.nationstates.net/page=sc
As of this moment, it says "Voting Ends: in 20 hours" it's just hours, no minutes. Now in approximately 20 hours, there will be a game update (12PM - 1PM Eastern) So I will rephrase, will the resolution pass right at 12PM and the update begins, or will it pass when the nominee region updates then, or will it pass when the nation of the proposer updates then?

Any telegram you send to nations not in your region telling them that they should/can move into another region is recruitment and should be marked as such.

It will pass at the beginning of update, which is what the clock counts down to. Give or take a minute, as Ballo said.
