In the Moderation thread, include a box where the reporting nation must include the names of any nations who are being reported for whatever rule violation on the forum. The box would be pretty much like the recipients box labelled "To:" when composing a new telegram.

Upon submitting the report, the nations being reported would automatically get a telegram directing them to the thread of the report.

What is the benefit of this? Often reported nations have clearly crossed the line on the forum and must be dealt with by mod, sometimes however, someone might say something vague or harmless that can be misinterpreted by the reporting nation, and perhaps even misinterpreted by the mods themselves when examining the report. This can result in a nation punished when it shouldn't have.

A moderation report notification system however, will allow a chance for nations to explain themselves BEFORE the mods put the hammer down, or appeal the ruling ONLY incase they notice the report after the mods made their ruling.

The idea is good, but this would probably increase the level of spam or flaming in moderation more so than it would help.

Sounds like a nifty idea, but it's pretty programmatically unfeasible since it'd involve modifying the forum software to include the nation-tag box, and getting it to talk to the game enough to send those automated messages. The reasons you give for why this would help are also similar to some of the reasons for why our appeals system is set up the way it is- to give those wrongly accused a chance to make their case and get a fresh set of eyes on it.

Perhaps, but everyone deserves to represent themselves before judgment is passed down upon them. And of course, once the defendant makes his case, whatever is the mods ruling afterwards is final. So no back and forth after everyone had a say.

The problem with the Appeal Process as suggested here viewtopic.php?f=16&t=260044 is that it's somewhat ineffective. In a perfect world, everyone reads the entire post on The One Stop Rules Shop, but in reality most people miss most of it and never get to know about the process. That's one thing, the other is that when the defendant sees the report about him, he would get a better insight to why the other nation felt that the reported content is offensive. That would help the defendant better explain what he said and clarify any misunderstandings.

If the mods judge that the defendant case is valid, then he would be in the clear, or the punishment is already exercised upon the defendant, then the punishment will be redacted. Otherwise the defendant would be punished for whatever he did.

Now I understand that it's not straightforward to code this into the forum, but I hope that you do consider it for some time in the future.

The thing is, we don't code phpBB. We get it from the folks at https://www.phpbb.com/. We don't apply hacks to their core software, as that interferes with our ability to apply updates. Since the game TG system is something we DO code and is part of a separate coded entity, we would have to apply a hack to the forum software. So, as stated above, not gonna happen.
