I can't change certain settings?

Like how there are several options for demonym,and I can't put in my own custom classification. Is there a population limit that I have to hit before being able to do these things?
EDIT- I figured out the demonym stuff,so I'm just stuck on custom classifications

How do I get a custom nation type?

Nations with populations over 500 million can write their own pretitle. Others, however, must choose from the drop-down menu.
