Regional note?

So I looked up the name 'New Austin' in the boneyard (RDR reference) and it said the name was reserved due to regional note. What exactly does that mean?

They were included in a region's history tab, or a founder, or something along those lines. Basically, somehow involved in some region so they'd be included in "history" for maybe requesting an embassy or becoming delegate or something else.

More specifically, New Austin was the founder of Redemption.

That sounds a bit... unfair. If a new dude randomly became Delegate and then CTE'd less than 500 million in, wouldn't it be okay to take their name after 5 years?
