[Bug] Proposal not removed despite not reaching quorum

Hello - as you can see, Repeal "Condemn Macedon" has fallen below quorum to 62. Given that it supposed says that "voting ends now" (meaning time for quorum) - why is it still on the queue?
Represented permanently at the World Assembly by Benjamin Olafsen, and on an ad-hoc basis by Alethea Norrland and rarely Gaia Pao and Gabriel Dzichpol.
OOCly retired from the GA/SC for something called 'real life'.
