Is there anyway to 'cleanse' a soiled name?

I know that there are some names like the previously mentioned 'Administrator' and 'Moderator' as well as 'Adolf Hitler' which in my opinion are done so for a reason, however, others like 'Sanguinius' are most likely based on prior player's actions and should be released. I mentioned that name because I would really like to have the chance to 'cleanse' the name and maybe bring some respect back to it. With it being 'soiled' by the actions of it's previous owner that is impossible, and honestly - unfair to the current players who want to revive these nations. I am sure there is a way to tell if the past owner is different from the people who makes the nation name again.
