I've been off NS for almost a year, so I was around just after the UN -> WA conversion, but well before the rest of these changes. I think that adding another tool to the SC is a terrible idea because of the delay imposed on other proposal types.
Right now, there are tons of proposals waiting queued up for vote, festering like mayonnaise left out in the sun on a hot day. Now, I'm not about to get all sentimental about the "good old days" back when "only good resolutions were passed" (I think I gagged when I wrote that, BTW), but the WA had a very clear purpose: to let me force conservative WA members to allow same-sex marriage, and forcefully implement civil rights. They, in retaliation, could force Kriovallers to cover their nipples in public (even the guys!).
There are six proposals on the queue, plus the resolution up for vote. I can't see how anybody benefits from having a proposal languish on the queue for the better part of a month; it can't help the invader/defender struggle for either side, and it can't help people sustain enthusiasm for a proposal from the GA. This isn't the Gameplay forum, so I don't know if I'm completely out of line in suggesting this, but could the GA and SC (if the SC needs to continue to exist) be separated into two voting streams? That way, the GA RPers can continue to getstat-altering fluffcrucial legislation passed in a timely manner, and invaders/defenders canmuck up each other's livespursue legislative gameplay resolutions, also in a timely manner?
Otherwise I imagine myself (and others) saying "nice proposal, can't wait to vote on it next month" an awful lot. Sorry for the length and digressions.
Any constructive thoughts or comments would be greatly appreciated.
