I'm pretty sure the answer is no. There's no system to reply to telegrams; in the game, all the telegrams are 'new' telegrams, even if they're in response to an earlier telegram.

Unless they hardwired the telegrams to come indirectly from a quasi-nation which is rerouted from the delegate, which would give the telegrams a nice shiny colorful title like the mods have, and block/separate replies for mass telegrams.

If people don't want it, put it in the settings section. Simply a checkmark box, like the vacation mode one, which would block such mass-telegrams. Simple as that.

Or put that quasi-nation (the mass telegrammer) on your ignore list.
