I'm Confused about the effects of a certain issue

I got an issue(#272: Slow Down, You're Going Too Fast) regarding cars in my nation and I chose to start producing driverless cars. Why did choosing that option harm all of the industries seen in the image? I'd think that not having to pay drivers and being able to rely on those pesky human beings would increase productivity.

Some movement of this kind always occurs between industries and government departments, so that a significant rise in any one is usually accompanied by a small but noticeable decrease in the others, and vice versa.
