Personally I'd just go with ''has not banned cheese'' alone, as even in nations that have low cheese exports there will still be people making a cheese somewhere in it. However, in one that has banned cheese, well, yeah, cheese will get you dragged into a police car.

Okay. I'll change it to 'has not banned cheese'. It seems much fairer (as more will get the issue).
