One of my nations has banned all emigration,
Firstly: Is it still possible for them to get this issue?
Second: Is it still possible for a nation to get further issues in the chain if they dismiss the first (as several of my nations revoke citizenship for any who leave [or don't let them leave at all], and so wouldn't have much cause to care about the issue itself), given the way they link together?

If you dismiss any issue in the chain, you'll never get it again.
In=character, Kaboomlandia is a World Assembly member and abides by its resolutions. If this nation isn't in the WA, it's for practical reasons.

I saw that, but how does the game decide which one you get next? -Do you just never get any of the others?

If you dismiss the first issue, you won't receive any issue.

Usually we don't give out validities but in the case of The Chain, I will make an exception - nations with no emigration will not qualify for the first issue and, as such, The Chain as a whole.

This nation is modeled on being my absolute worst dystopia imaginable. In no way do the Annihilators reflect my opinions, in fact I am totally against almost every single policy they enact.

While I don't see anybody being quite down for another undertaking as massive as The Chain anytime soon, smaller chains are probably feasible, and could make for a great group project for players to chew on together. You need to have a map in mind of how players will progress through the chain, and like any CYOA, you need to really manage your branching paths to keep it from spiraling entirely out of control. (For instance, The Chain could easily have topped upwards of 50 issues if left unchecked; when drawing up that initial rough map of the thing, I had to deliberately trim branches down and make them end. That draft called for 21 issues; Sanc and the other editors knocked a couple more off to bring it down to the final 19.)

Anyone that wants to try their hand at drafting a chain, I would recommend starting by drawing yourself up a flowchart to map out that progression. You might have some ideas for the actual content of the issues, but it will really help your writing if you have that map laid out before you start writing.

That really sounds like a challenge I want to sink my teeth into.
