Capital city is still saiyng "Awaiting Legislation"

So I've unlocked the capital city, and I have completed the issue for it, but under settings it says "Unlock: Awaiting Legislation" It's been like this for about a week now and I don't know what's wrong. I don't really remember what option I picked for the issue, maybe that has to do with it?

You only unlock the capital city when you answer certain options in that issue; not every option unlocks the ability to allow you name the capital.

You'll have to wait for it to come along again to unlock it.
