I don't see how abolishing taxes of any sort would hurt the upper class, though.
The NS economic model means it's impossible for governments to run deficits (or accrue surpluses). 1 @@CURRENCY@@ of tax raised = 1 @@CURRENCY@@ of government expenditure spent. So presumably the argument would be that abolishing sales taxes (which are generally considered to be regressive and disproportionately target poorer people) would necessitate collecting tax by some other means, and most other forms of taxation - income, property, wealth, capital gains, inheritance as you mention, stamp duty, etc. - are more likely to be paid by richer people.
Depends how the issue turns out, of course.
