In=character, Kaboomlandia is a World Assembly member and abides by its resolutions. If this nation isn't in the WA, it's for practical reasons.

I thought the best option economically speaking was to privatise roads.

I have used both option 1 & 3 to help build strong auto industries. Personally I prefer option 1 since I'm pretty sure it improves public transport as well (provided you have a sizable government) and I tend to boost the economy through subsidization.
