Just a stylistic comment as well, I feel like the subsections ( e.g. 1. How do I find new nations to send telegrams to? ) could be better distinguished from the section titles ( e.g. E. How do I send recruitment telegrams manually? ). I realise the former is indented, but perhaps a font size or some other means would make it clearer? Just my opinion.

I presume you're asking for advice on what to put in recruitment telegrams? Basically you just want to explain why your region is cool and why they should join - list the features it has, describe it's theme if it has one, outline its goals perhaps, explain the opportunities available for new joiners. You also want to present all this info in a readable way - divide it up and use bold and italics to make things a bit more interesting - don't just throw a wall of text at people.
